Overview A worker walking on a road shoulder was run over by a dump truck going backward.
The cause was that an induction man did an induction, turning his eyes away from the dump truck with his back to it, though it went backward. Moreover, the induction man had not noticed the action of the victim on the side of the road shoulder.
Incident In the freeway, the victim was moving to the road shoulder 300m in front of the cutting point of the day in order to help clarify the position of the cutting point (assistant), following the instruction of the engineer.

Sequence * In the interchange, an engineer, 4 induction men, and 3 workers of cutting group had the meeting, and the engineer and induction men started the regulation about entering into these areas , and they finished it in 30 minutes.
* The engineer instructed the cutting group and the pavement group on the entrance about the regulations by portable telephone.
* The cutting group entered, and the entrance of the pavement group was delayed.

* The engineer requested the group leader of the pavement group to help indicate the position of the cutting point by portable telephone, and the victim ( 56-year-old ) was ordered to move through the road shoulder to the place with the engineer.
* Meanwhile, the induction man signaled to the dump truck of the asphalt transportation to move, because the cutting machine was attached to the fixed position.
* However, since the driver did not notice it, he signaled again by approaching the dump truck.
* Confirming the signal, the driver started to reverse the dump truck.
* The induction man did an induction in the direction of the cutting machine with his back to the dump truck
