| Incident |
By Sewerage Law enforcement ordinance ( government ordinances No.147th, 1959 ), the amount of the government subsidy which concerns installation and reconstruction of disposing facility of terminal treatment plant and main complement facilities for these such as pump facilities and so on in the public sewerage business is decided as follows.
(a) The amount is calculated by multiplying the costs of followings by the support rate 0.5.
1 acquisition or construction of the lot,
2 installation or reconstruction of lifting pump facilities of the inflow sewage, management buildings, etc. which complements the disposing facility,
3 investigation, measure, test and design.
(b) For installation or reconstruction of facilities except for the superscription (a), the amount is calculated by multiplying its cost by support rate 5.5/10.
Settling basin facility which removes gravel in the sewage in advance shall be included in lifting pump facilities of the inflow sewage in the superscription (a) according to the instruction "on the operation of the government ordinance which revises a part of Sewerage Law enforcement ordinance"( TOKAJIHATSU No.20th, 1974 ) announced by Ministry of Construction. So 0.55 have been applied as the support rate of the reconstruction business of settling basin facility and amount of the government subsidy has become \ 75900,000 though 0.5 should have been applied in this case. |

In the 1997 fiscal year, Aomori Prefect. Hirosaki City carried out the reconstruction of decrepit settling basin facilities such as sedimentary sand removal machine and hoppers, etc. at \ 138000,000 operating costs ( government subsidies \ 75900,000 ) in order to ensure the function of disposal facility as part of terminal treatment plant reconstruction business of the public sewerage.
Reconstruction business of the facility besides this case disposal facility were all subjects to application of support rate 5.5/10.
Support rate which concerns the terminal treatment plant was wrongly applied.
The amount of the government subsidy became \ 69000,000, when the proper support rate 0.5 was applied, and aforesaid government subsidy amount \ 75900,000 was \ 6900,000 excessive and it was considered it unreasonable. |
